### Summary
The incumbent serves as the Assistant Chief, Health Information Management Service located in the Business Office at the Newington Campus. The incumbent is charged with full responsibility, both technical and administrative for the daily operation of the Health Information Management Service (HIMS) which consists of all functions of medical record activities related to Release of Information, transcription, file room and scanning programs. Duties include but are not limited to:

### Responsibilities
Provides technical and managerial expertise relative to health information management on the same basis as the immediate supervisor, Chief, Health Information Management (HIM). This includes recommendations regarding organizational structure, workflow, section policy, interpretation of section objectives, and methods of staffing within the section.
* Serves on various medical center and adhoc committees related to HIMS activities.
* Analyzes, interprets, and trends findings of quality improvement monitors (medical record review for clinical pertinence, resident supervision monitor, etc.). Prepares monthly/quarterly reports for presentation to the medical staff and medical center management.
* Develops and maintains collaborative relationships with Physicians, Service Chiefs and other medical center staff at all organizational levels.
* Acts as the HIMS subject matter expert and consultant on all issues related to the understanding and interpretation of Joint Commission standards and other regulatory agency requirements pertaining to Health Information.
* Responsible for the day-to-day management and administration of the assigned HIMS functions. Responsible for determining staffing and equipment needs, supervision of personnel, coordinating efforts with other Services and Sections.
* Responsible for the training of assigned HIMS personnel, including responsibility for the Release of Information and File Room/Document Scanning Staffs.
* Incumbent will conduct monitors, summarize data and prepare reports in a variety of areas.
* The employee will manage a variety of special projects for the HIMS section.

### Qualifications
**Basic Requirements**:
* **United States Citizenship**: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
*
* **Experience or Education**: Three years of experience in the field of medical records that included the preparation, maintenance, and management of medical records and health information systems. At least one (1) year of this experience must be comparable to a GS-4 level position.
**OR**
An associate's degree in the health information field plus one (1) year of experience that included the preparation, maintenance and management of medical records and health information systems
Note: Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for one (1) year of experience. No credit may be given for partial completion of such training.

* Education**: Education equivalent to a baccalaureate degree from an accredited university or college.

* Experience/ Education Combination:** Equivalent combinations of experience and education may be used to meet basic requirements.
**Grade Determinations**: In addition to the basic requirements for employment, the following criteria must be met:

* Experience:** At least one (1) year of experience comparable to the next lower grade level that demonstrated the KSAs described at that level. In addition, the candidate must demonstrate the following professional KSA's.
1. Ability to identify, define, and resolve managerial, administrative, and computerized medical record problems associated with unique, underdeveloped, and controversial aspects of medical record management.
2. Skill in developing new policies and procedures for administering electronic medical record programs in order to improve program effectiveness and/or apply newly developed programs or theories to problems that require new approaches.
3. Ability to understand computerized patient record data systems that are meaningful to the medical center as a whole.
4. Ability to teach new and continuing users in electronic health record and health data systems as appropriate to the current assignment.
5. Ability to manage assigned resources.
6. Ability to provide the full range of supervisory duties which would include assignment of work; completing performance evaluations; selection of staff; and recommendation of awards, advancements, and when appropriate, disciplinary actions.
